Mr. Ed Haugland has spent 33 years in government and private sector, addressing national security and driving cultural change in the federal government. Having driven cultural change across CIA, DIA, NGA, DOE/IN, and DoD US Air Force & US Army, Mr. Haugland has demonstrated success in challenging the established bureaucracies — with attendant bumps and bruises — and demonstrated how to achieve change, accountability, and mission success.

I have attached a paper written by Ed worth noting in preparation for this meeting.concept-2015-edh

Sorry I had to leave early during Ed’s brief. I admire his passion for the speed of actionable intelligence through information gathering. This, in itself, needs a council for discussion! Maybe we need an unclassified group that gathers information and provides “educated opinion”. I bet, overtime, this becomes a more reliable and faster acting source than Agencies providing vetted, classified information. Call it an “information underground”! Lets form a group called “The Patriotic Information Rebels” and provide our findings to Government entities that can act!

Ed, I wonder if we can’t privatize our intelligence. Can a private company, adhering SCIF and other security measures, classify information and get it ready for use faster than our traditional sources? Sort of end running the bureaucracy?
